Only Users with the System Role of Company System Administrator can be designated as Invoice Rejectors. Thus if this option is not available for a User, it is because they do not have the appropriate System Role.
INVOICE APPROVAL: Why do I, as the Tracker Coordinator, not have the ability to make a User an Invoice Rejector?
