Because the deactivated user was the only user at that firm that had access to that matter. Once that user was deactivated it cut off the firm's billers access to that matter. If you want the firm to be able to bill to this matter, then add at least one user to the matter at the Billing Only, Matter Editor, or Matter Admin level.
