Yes. Under the Billing button and the TIMEKEEPERS page, firm users with access to the rate sheet can click the changes link in the Download Changes column. This will download a modified timekeeper rate sheet, with a "Change_Comment" column that will display any comments made in connection with a rate change, and a "Rate Approved" column that shows them the reduced, approved rated.
