Yes. You can create up to four tiers below the top-level practice group (which is called "All Practice Groups"). Each practice group can have up to 75 subunits below the practice group. For example, you can create 75 subunits below the top-level practice group, and then each of those practice groups can have 75 subunits below them, etc.
