Yes. You can create up to 5 tiers below the top-level organizational unit (which is called "All Organizational Units"). Each organizational unit can have up to 74 subunits below the organizational unit. For example, you can create 74 subunits below the top-level organizational unit, and then each of those organizational units can have 74 subunits below them, etc.
